[OUTAGE - RESOLVED] New York link

The primary network provider in New York has an issue with one of their links. The website and logonserver are down for now. There is no ETA.

The link has finally been restored. Next step is to move away from the website's abominable host and remove the reliance the actual servers have on the logonserver being online and accessible. This will be realized in server versions 0.4.5 and 0.2 respectively for Terra/Helion and Avari.
